Not to hard to do, anyone can make props move! All you need is Dead Sane Costume Editor found HERE and M.E.D. I will get a working link on here for that tomorrow. .
Now here is all you have to do, First open M.E.D. open the data and find the meshes, open that and pick a costume that you do not use so much, you can use anyone you want even ones that you downloaded from fansites (You can even make your own if you know how But I am not a good enough teacher to explain how to do that so for now until you can do it better we will stick to this) Now make sure you know what mesh you are extracting all costumes start with cos_ you should be able to view it to make sure you know what one it will be in the game. Right click it and select extract. I usually just put mine on the desktop so I can find them BUT NOTE make a folder for your desktop to extract them to because sometimes they won't extract there, if you make a folder called New Folder it will put the mesh in a folder itr creates called New Folderdata. ( I do not know why it does that but it does) Now find the mesh of the prop you want to move all props begin with p_ (If you do not want to look through all those mesh files for a prop you can download one from a fansite unzip it on your desktop and use the mesh file in there.
Now you are ready for the Costume Editor . Open that puppy up and here is what you do. At the top where it says Base Mesh hit Set now find the costume mesh you extracted remember it starts with cos_ . Next go to the bottom and click Add Part now find your prop mesh remember props start with p_ and select it. Now pick a slider to use and anchor it to the costume. Now this is the part where you got some playing around to do. Ok let me see if I can explain this....... What is going to happen here is that we are going to atach a prop to an actor who is not going to be there, when you pick a scene you have to think what would the actor do in the scene. Whatever part of the actor you anchor the prop to it will move when that moves so say you attach a tank prop to an actors hairline when the actor is walking foward the prop will move forward but if the actor turs their head the prop will turn as if it was hanging from the actors head, so I suggest the torso but you might fight other spots even the hailine might suit your needs better. Now make sure the 2 boxes Enable Skin Texture and Enable Actor Head boxes ARE NOT checked, with one or both of those checked you will have the actor appear in game when all you want is the prop. There are a couple other options there that you can decide what you want for yourself.
Now that I have probaly confused the hell out of you let me try to clarify things a little. This will take a prop and make the computer think it is an accessory that comes on an actor like a hat or a belt, but when you uncheck those 2 boxes the actor will not be there just the prop. so The prop will "move" like it is moving with an actor.
Now go to the top under file and hit SAVE name it what the costume mesh is named without the cos_ in front and put the file it makes into your C:\Program Files\Lionhead Studios Ltd\The Movies\Data\Costume\datas folder if you do not have one make one make sure all meshes are then put in C:\Program Files\Lionhead Studios Ltd\The Movies\Data\meshes folder you can make that as well. Textures for props go in the C:\Program Files\Lionhead Studios Ltd\The Movies\Data\textures\props folder.
Now when you open up the game take the actor and select the costume you added the prop to and viola, you should see the prop in the makeup room. So when you select a scene and use the actor in that costume it will be a prop that "moves"!
